Loot Council Dropped items during Legion events will be awarded to interested players by Officer decision. Officers will use a top-down hierarchical checklist in narrowing the number of interested players:
The interested players' levels are at or above the level requirement of the item (if none, it is disregarded) The interested players' current overall gear levels The interested players' current equipment for the slot in question The interested players' event participation The interested players' overall helpfulness to the legion and its members
Using this "checklist:" we can quickly identify if any particular person should be receiving an item over another. Obviously if a level 38 earring drops and four people are interested but only one person is of high enough level to use it, the person with the ability to use it is going to get it. If more than one person met the level requirement, we would continue down the list.
This system is assuming people will only be interested in items that will benefit them, i.e. a Sorc is not going to be interested in P.Crit/HP earrings. In extreme cases (say the one person who is of level to use the item has been a douche, though unlikely to happen in this legion, they probably won't be getting it) the officers will be using proper judgment in awarding items. In the event of ties of any number, officers may have to use whispers to gather some additional opinions from the interested members.
This system requires a great deal of trust in the officers of the legion. It is not easy awarding loot, but amongst friends it is a much more enjoyable and simple system to use. The officers are not going to be biased or else they wouldn't be officers in this legion. We want everyone to get everything they want at some point or another, but obviously people who put in the time and effort to make things happen will get what they want a little sooner than the rest. Items that have no interested members will be held in the Legion warehouse and officers will decide whether to break the item down, sell it or save it. If it is saved and interest in shown at a later date, a forum post may be made to assess if there is any other interest before being awarded.
Advantages: It's quick, simple, easy and very fair as long as the officers are well within the loop of legion and constantly interact with the legion members. Disadvantages: Some people may not get what they want, when they want and feel it's the officers' fault or that the officers were against them. In a fair system of loot council loot will likely be distributed in a similar pattern to point-based loot systems, the only difference being that a person's opinion is influencing it rather than an undeniable number. Even though it will end up similar, some may disagree with the choices made by the officers.
Procession of methods
Raids are busy. Most items in Aion are bind on equip, and as such we will utilize that fact by having a designated person loot items for holding until an appropriate time has been reached to come to an adequate decision/allow for point bidding. It has yet to be decided if we will:
Have looting set to leader only, and the designated leader will loot items of interest with rolling turned off
Have looting set to free for all with rolling turned on, and ask that everyone click "pass" except for the person designated to hold items
Bind on pickup items will require immediate attention and we will plan for them as such. We will research corpse timers and looting accessibility in groups and alliances in order to properly guage our decision-making/point bidding.
Members will be asked to allow equipment inspection during raids to give officers easy access at assessing gear levels (if we don't already know those gear levels, and we use a loot council system)
Crafting materials will be stored until a significant amount has been reached, at which point officers will inquire interest in them on the forums.
If a member decides to camp a mob due to the fact that we do not have the timer for it and he/she is interested in an item that the mob drops, there will be no awarding/bidding sequence for that item if it drops. They put in the time and effort to wait for the mob even if they couldn't kill it on their own. This will be within reason (can't camp a mob we have a timer for, can't overcamp mobs/abuse the system).
